The NIV Program

The NIV targets established and emerging leaders with internationally recognised achievements in priority sectors.

Priority Sectors
Tier One (Higher Priority):

• Critical Technologies (AI, robotics, cybersecurity, quantum, advanced manufacturing)
• Renewables & Low-Emission Technologies
• Health Industries

Tier Two:

• Agri-food & AgTech
• Defence, Advanced Manufacturing & Space
• Education (senior academics & researchers)
• Financial Services & FinTech
• Infrastructure & Transport
• Resources (critical minerals, automation, green metals)

Applications supported by a State Government nomination or evidence of job offers with earnings above the Fair Work High Income Threshold (AU$175,000) are prioritised. PhD holders may also be prioritised if their research is internationally significant and benefits Australia.

State Government Nominations

State Governments are now actively nominating candidates to attract world-class talent to their innovation, research, and cultural ecosystems. The guidelines are less prescriptive for Victoria than NSW although ultimately high caliber candidates would be considered by both states. Other States and Territories are yet to release formal criteria.

Activities such as cafes, retail, labour hire, franchises, or purchasing existing businesses are not considered “innovative” for nomination.

NSW Nomination

• Researchers & Academics – High-impact research, international recognition, and plans to collaborate or commercialise research in NSW.
• Entrepreneurs – Proven track record scaling innovative ventures, with plans to build high-growth businesses in NSW.
• Innovative Investors – Experienced angel or venture investors who actively mentor startups and commit to growing NSW’s innovation ecosystem.
• Sports Professionals – Elite athletes, coaches, or specialists with international success who can strengthen NSW’s sporting capability.
• Creative Professionals – Globally recognised artists and cultural innovators contributing to NSW’s arts and creative industries.

Victorian Nomination

• Victoria seeks exceptional talent who can drive innovation, productivity, and economic growth.
• Referral Required – Must be identified and referred by a Victorian Government department or agency.
• Fields of Interest – Research, innovation, entrepreneurship, arts, sport, and other strategic sectors.
• Indicators of Talent – Prestigious awards, significant research funding, global leadership roles, successful commercialisation, or high-profile creative/sporting achievements.
• Commitment to Victoria – Must show a genuine intention to live and contribute to Victoria.

South Australia Nomination

• SA offers nomination across a broad range of fields including research, entrepreneurship, creative industries, and investment. It is open to high-calibre individuals with globally recognised achievements who can contribute to the State’s economy and innovation ecosystem.
• Academics & Researchers – Recognised intellectual property, research funding, keynote appearances, or PhD from a top global university.
• Entrepreneurs – Commercialising a product or launching a high-growth startup that creates jobs in SA. No minimum investment threshold.
• Innovative Investors – Active investors with a track record of backing or leading successful ventures. Passive investment not generally accepted.
• Creative Professionals – Internationally recognised creative talent.
• Exceptional Talent – High-achieving individuals who do not fit traditional categories may be considered case-by-case.
