As per our update on 29 June 2018, the Government’s latest initiative to attract the world’s best and brightest to Australia, is the Global Talent Scheme, introduced on 1 July 2018 for an initial 12 month period.
The criteria of the program is set out below but the Department has now released further details. The GTS is designed for instances where the standard TSS program or other Labour Agreements do not cover needs for high-skill, niche roles. The Department states that compared to standard Labour Agreements, the GTS will provide faster processing and more flexible concessions. Approved businesses must first meet specific criteria and requirements to be considered for the GTS.
The process departs largely from the current process used in the TSS program:
- Indicate the company’s interest in the GTS
If a business meets all of the below criteria for the relevant stream a written request is to be sent to the Department. - Form to be completed
The Department will then issue a form. For a Startup, The Department will arrange for the business to be assessed by the GTS Startup advisory panel. - The Department’s assessment
The Department will make an assessment based on the information received. The Department has quoted 6-11 business days for this step. - Signed agreement
If the business meets the criteria to enter into a GTS agreement, the Department will send an agreement for signature. - Nomination and visa application
Once an agreement has been executed, the Department will provide a unique code. This must be used when lodging nomination applications. A TSS visa can then be lodged online and will be assessed under the criteria established under the GTS signed agreement. The Department has quoted nominations and visa applications will be decided within 5 business days.
Criteria for eligibility for the GTS:
The Government has indicated that it welcomes suggestion as to how the GTS can be improved during the GTS pilot period.
Concurrently with the GTS, the Government is also working on a Supporting Innovation in South Australia Scheme, that seeks to attract start-ups and entrepreneurs. Subject to successful implementation and review in 2018, this scheme will be rolled out nationally in 2019
